Smoky Lake County Office CAO'S REPORT As this is my first handbook report as CAO, I must admit that I’m somewhat at a loss for words. This is a challenging post and I certainly have big shoes to fill. The good news for both me and the citizens of Smoky Lake County is that Cary Smigerowsky led a talented and very dedicated civil service into the 21st century. And that’s no small feat. With the higher governments shifting their priorities regularly and with the country’s economy in relative turmoil, maintaining and building public services in the face of increasing demands and in a world of rapid technological change is, indeed, a Herculean feat. But I am happy to report that we are up to the task. Every year brings its new challenges in the world of “gravel and culverts”, but as mentioned above, in a world of technological change, we do need to keep pace with changing technologies. Work alone legislation and the need for efficiencies have meant moving to GPS and other technologies for County equipment. The changing trends of development have meant a new reliance on satellite imagery and so forth. It all comes with a cost, to be sure, but its necessary change, and it means better services for all as it comes into play. And we can’t ignore the human factor in public service either. Municipal government is aptly called the “front line” government. When our civil servants meet the ratepayers on the roads or in their yards they become the face of government. Honest and respectful interaction between the civil service and the citizens we serve has been and will continue to be a cornerstone of our “corporate culture”. There is no doubt that these are challenging times. But, with sound management and dedication to excellence, I am certain that the civil service of this County will continue to earn the confidence of the citizenry and secure pride in the civil servants themselves for having done so. Wishing all a good year, I remain, Humbly yours, Cory Ollikka, Chief Administrative Officer
