Position Objectives:
Smoky Lake County is seeking a strategic and experienced leader to join our Public Works Department as the Director of Infrastructure. Reporting to the Chief Administrative Officer, the successful candidate will be responsible for the leadership and oversight of the County’s infrastructure and public works functions, including transportation, roads, drainage, and fleet operations.
This position plays a key role in ensuring the effective planning, delivery, and long-term sustainability of public
works services, while supporting organizational priorities and ensuring compliance with applicable legislation
and standards.
Duties and Responsibilities:
- Leadership and Department Management
- Provide leadership, direction, and oversight to Public Works operations and staff.
- Promote a culture of safety, accountability, teamwork, and continuous improvement.
- Support workforce planning, supervision, and performance management. Strategic Planning and Capital Projects
- Lead the development and implementation of long-term infrastructure and public works plans.
- Oversee capital project planning, tendering, contracting, and execution.
- Ensure projects are delivered on time, within budget, and to required standards.
- Identify and support grant funding opportunities.Asset Management and Regulatory Compliance
- Oversee asset management for roads, bridges, drainage systems, and fleet.
- Ensure lifecycle planning and preventative maintenance programs are in place.
- Ensure compliance with applicable legislation, bylaws, and industry standards.Financial Management
- Develop and manage the Public Works operating and capital budgets.
- Develop, implement, and monitor the County’s Road Plan in alignment with long-term infrastructure priorities.
- Monitor expenditures and implement cost-control measures.
- Prepare reports and recommendations for the Chief Administrative Officer and Council.Stakeholder and Public Relations
- Collaborate with internal departments to ensure coordinated service delivery.
- Respond to public inquiries related to Public Works services.
- Represent the County at meetings, committees, and public engagements.Maintain safe working conditions in accordance with County policies and Alberta Occupational Health and Safety requirements.
Perform other related duties as assigned.
Minimum Requirements:
Required Qualifications
- Diploma or degree in Civil Engineering Technology, Public Works Management, Construction
Management, or a related field.
- Equivalent combinations of education and progressive municipal experience will be considered.
- Minimum 5–8 years of progressive experience in municipal public works or infrastructure operations.
- Demonstrated experience in road construction, maintenance, drainage, and fleet operations.
- Proven leadership and supervisory experience.
- Valid Alberta Class 5 Driver’s License with an acceptable Driver’s Abstract.
- Must provide a satisfactory Criminal Record Check prior to employment.
Preferred Qualifications (Assets)
- Project management or infrastructure-related certifications.
- Experience working in a municipal environment.
- Experience operating heavy equipment or holding applicable equipment certifications/tickets.
Working Conditions
- Combination of office and field-based work.
- Travel within the County is required.
- Schedule may include extended hours during peak operational periods (e.g., construction season, severe
weather events)
Compensation and Hours
- Hours of Work: 40 hours per week, Monday to Friday, 7:30 a.m. to 4:00 p.m
- Work Location: Smoky Lake County Public Works Shop (5004 50 Street, Smoky Lake, Alberta).
- Wage/Benefits: Salary is based on the County’s out-of-scope pay grid and will be determined based on
qualifications and experience, along with a comprehensive benefits package.
